What does this mean?

As a strap hanger sometimes I see crazy things on the train. Some cool some not so cool. The occasional religious freak or the homeless beggar or even the gangsta candy sellers have become a norm for me. A fight here and there is expected but this..... I found kind of interesting. What does it mean? Who wrote it?
